The Destruction of Equipment applications allows dealers and sellers to mark their own gaming equipment for destruction.
- Dealers, Sellers and Testing Facilities must keep track of all second-hand equipment they have purchased or own. Any equipment that is on their Equipment List is available to include in a destruction application that will go to L&G NSW, and must be approved by L&G NSW.
- Equipment that is included in a destruction application will be assigned the status “Marked for destruction” in the Equipment List.
- Equipment that has had its final agreement completed will be assigned the status “Destroyed” in the Equipment List.
Privileges Required
To create and edit Destruction of Equipment applications, a user must have the following privileges
- DSTF Applications – View
- DSTF Applications – Create / Modify
To view (only) Destruction of Equipment applications, a user must have the following privilege

Navigating to the Destruction of Equipment Application
- Log in to Quickchange.
- Click on the ‘other Application’ menu item on the side menu.
The other menu items displayed may be different depending on the privileges of the user.
The Applications List
The Applications List displays all the destruction applications that a user has made.
By default, Applications in the list will be displayed by application number, in descending order.
The Venue Application List displays information about the applications via a table. The table headings are as follows:

Application Status
The Application status shows the stage of completion of the application.
The statuses are as follows:

Create New Application
- Click the ‘Create New Application’ button
- Fill in the details from the following table to proceed with creating a new application
- Once all mandatory fields are filled, click the ‘Save and Continue’ button

Select Equipment to be Destroyed
Once the basic details of the application have been filled in, the user must select the relevant equipment to be destroyed.
Selecting Equipment
- Use the ‘Available Equipment’ table to identify the relevant equipment for destruction.
- Use the checkboxes to select the equipment.
- Click the ‘Select‘ button.
- The ‘Selected Equipment’ should now display the chosen equipment.
- Click ‘Save‘
Deselect Equipment
- Use the ‘Selected Equipment’ table to identify which equipment to remove from the application .
- Use the checkboxes to select the equipment
- Click the ‘Deselect‘ button
- The ‘Selected Equipment’ should no longer display that equipment.
- Click ‘Save‘
Edit Selection
- Open the Destruction Application
- Navigate to the Equipment to be Destroyed section. This should display as a summary of the equipment selected for destruction.
- Select the ‘Edit’ button
- The equipment to be Destroyed section will expand and display the ‘Available Equipment’ and ‘Selected Equipment’ tables.
- Select or deselect equipment as needed.
- Click ‘Save‘ to save the changes or ‘Cancel Edit’ to ignore the changes
Agreements and Confirmations
The agreements must be digitally signed by all relevant parties (Dealer and Liquor & Gaming NSW). Signing agreements is how the application proceeds through the levels of approval to confirmation and application completion.
The below guides outline the process for signing the agreements for the first time.
Destruction Agreement
Once the equipment has been selected for destruction and ‘Saved’ the Destruction Agreement must be signed to progress the application.
Destruction Agreement Email Notification
The email contains a link to the Agreements section of the destruction application. The user may click this link to access the Agreement of the relevant application. Alternatively, the user may navigate to the application via Quickchange if they have the relevant privileges to do so.
Signing the Destruction Agreement
Initially the Destruction Agreement will appear collapsed and in ‘pending’ state. This state can be clearly identified by the yellow stripe, icon and the status label ‘Pending’.
A user with Dealer approval privileges will then need to:
- Click on the Destruction Agreement to expand it.
- Read the confirmation statement.
- Click the checkbox that precedes the confirmation text.
- click the ‘Save & Sign‘ button.
After the Destruction Agreement is signed
Once a user with the correct privileges has signed the agreement, a confirmation message will be displayed. The stripe colour will change to green to indicate that the agreement has successfully been signed.
Details regarding the signatory and date / time of the signature is clearly displayed to the user.
An email will be automatically sent to all users with Regulator (L&G NSW) Approval privileges to sign the Regulator Approval Agreement and progress the application.
Application Status Change
The Application will now display a status of ‘Pending Agreements’ in the Applications list and the application itself.
The Destruction Agreement will need to be re-signed if changes are made to the Overview or Equipment Selection before the Destruction Confirmation is finalised.
Users with the relevant privileges will be automatically emailed if the Agreement needs to be re-signed.
Regulator Approval Agreement
Once the Destruction Agreement has been signed, L&G NSW must sign the Regulator Approval Agreement to progress the application.
Regulator Approval Agreement Email Notification
The email contains a link to the Agreements section of the destruction application. The user may click this link to access the Agreement of the relevant application. Alternatively, the user may navigate to the application via Quickchange if they have the relevant privileges to do so.
Signing the Regulator Approval Agreement
Initially the Regulator Approval Agreement will appear collapsed and in ‘pending’ state. This state can be clearly identified by the yellow stripe, icon and the status label ‘Pending’.
A user with Regulator Approval approval privileges will need to:
- Read the confirmation statement.
- Click the checkbox that precedes the confirmation text.
- click the ‘Save & Sign‘ button.
After the Regulator Approval Agreement is signed
Once a user with the correct privileges has signed the agreement, a confirmation message will be displayed. The stripe colour will change to green to indicate that the agreement has successfully been signed.
Details regarding the signatory and date / time of the signature is clearly displayed to the user.
Application Status Change
The Application will now display a status of ‘Pending Destruction’ in the Applications list and the application itself.
The Regulator Approval Agreement will need to be re-signed if changes are made to the Overview or Equipment Selection before the Destruction Confirmation is finalised.
Users with the relevant privileges will be automatically emailed if the Agreement needs to be re-signed.


Destruction Confirmation
The final agreement to be signed is the Destruction Confirmation. This Agreement allows the Dealer to provide evidence that the approved gaming machines were destroyed and on which day.
Once the Regulator Approval Agreement has been signed:
- The Destruction Confirmation must be signed to progress the application
- Quickchange automatically sends an email to all users who have Dealer approval privileges associated with the Dealer entity that they can now sign the Destruction Confirmation.
Destruction Confirmation Email Notification
The email contains a link to the Agreements section of the destruction application. The user may click this link to access the Agreement of the relevant application. Alternatively, the user may navigate to the application via Quickchange if they have the relevant privileges to do so.
Completing the Destruction Confirmation
Initially the Destruction Confirmation will appear collapsed and in ‘pending’ state. This state can be clearly identified by the yellow stripe, icon and the status label ‘Pending’.
A user with Dealer Approval approval privileges will then need to:
- Read the confirmation statement
- Confirm the actual date of destruction by selecting the data from the date picker.
- Upload a completed NSW statutory declaration form by clicking the ‘Upload’ File button.
- click the ‘Save & Sign‘ button
After the Destruction Confirmation is signed
Once a user with the correct privileges has signed the agreement, a final confirmation message will be displayed. The stripe colour will change to green to indicate that the agreement has successfully been signed.
Details regarding the signatory and date / time of the signature is clearly displayed to the user.

Application Status Change
The Application will now display a status of ‘Completed’ in the Applications list and the application itself.

Confirmation
Once the Destruction Confirmation is completed, the equipment in the application is considered destroyed and no further actions are required from the Dealer or Regulator.
The user may view their Equipment List, and see that the newly destroyed equipment will now display a ‘Destroyed’ status.
Alternatively, they may begin a new destruction application.
